Wording of Rule in most recent LSAT Logic game

I was just hoping if someone could explain how I should interpret this rule. It was on the most recent LSAT in October that I am going over again. I not worried about the game as a whole, just understanding this rule specifically so I can represent it properly:
"The number of X's photographs in 1 section must be the same as the number of Y's photographs in another section."
The game has 3 sections (groups) with a fixed 2 spots each. There are three variables X, Y, Z, each of whose photographs can appear min 1 time or up to 3 times across the 6 spots. How would I draw or represent this rule? Is it a biconditional or something else?

I'd say it's one of those rules you can't visualize. You just have to ensure it each time.
