It is just a normal "X after Y" ordering rule.
So your idea of
L - T
is right.
If L and T were in the same year, it would violate the rule.
Maybe just replace the verb "use" with something like "born" and hear the difference.
T must be born in some year after the year in which L is born.
If T and L were both born in 2005, would that honor the rule or break it?
It would break it.
