Since cellphones are not allowed in the Test Room, will the proctors take care of it inside the Test Room, or should we leave the phone in the bag outside the Test Room?

You will not be allowed to bring cell phones into the testing room. Each testing center can be different. Some centers may keep up with them while some will not even let them in the building. I would leave it in my car.
