State Park vs. Bank Question

There seems to be a problem with questions #2986. This is the text & answer choices available:



P: In 1998, wildlife in the Trook Creek State Park was threatened by construction work on a luxury hotel at the intersection of Route 5 and Route 9. Wildlife in the park continues to be threatened by that hotel's imminent completion.

(A): (Banks knowingly structure overdraft fees to typically exceed the value of the debit card purchases that trigger them.)

(A): (Pearl was never notified of the existence of any overdraft fees.)

C: The $25 overdraft fee on Pearl's $25 debit card purchase was unfair.


The premise doesn't match the assumption & conclusion, so there is no way to know the correct answer.

Here is the actual stimulus, in case you're curious:

P: Overdraft fees on debit purchases are fair only if people are informed in advance of the situations in which overdraft charges will occur, and even then only if the amount of the overdraft fee does not exceed the amount being charged on the debit card at the time of purchase.
