I think I read into describe questions a little too much. I thought that (E) suited the argument because the stimulus says "that those people with the least skill..." I took this to say that this principle couldn't be applied to all people, hence "uniformly applied" in (E).

I was able to eliminate most answer choices and got stuck between D and E. I felt that the strong language ("only") should've put up a red flag for me but I didn't think E summarized the passage as well as D did. Can anyone help explain why E is the better choice?
