The answer uploaded in the diagram says that C is the correct answer. But I believe D is the correct answer. (And the answer key also suggests D is correct!). I think the diagram that is uploaded contains a mistaken assumption which leads to C. The mistaken assumption is that T can't go first.

Is there any reason why T can't go first? If so, then the question is faulty because both C and D would be correct answers to the question.

Good eye. There is a mistake for #9 in that PDF. I think you can frame the game and have inferences for who must be last in either scenario.
