So, I'm a little confused about what your issue is. Try to be as clear as possible with your descriptions; it'll help us to help you!
I'm going to assume you're saying that you were tempted (or ended up choosing) answer choice (B). But you can't simply isolate the word fallacious: obviously the Dean has a fallacious argument (the very question posed here tells you that). The problem with (B) is that the dean does not provide a "fallacious distinction between speech and other sorts of behavior." Everything here is about speech, from verbal harassment to the free flow of ideas. Nothing is compared to "other sorts of behavior."
