I had exact same set up as the diagram posted on the forum. However, I don't understand why 2 HAS to be one of the switches that are on?
The explanation isn't convincing. Could you help me understand why 4 MUST be out because 2 MUST be on?

Sure! We know that switch #2 HAS to be on because the Q stem tells us that there are EXACTLY 2 switches on, which leads us to the rule that "the switch whose number corresponds to the circut load of the panel is itself on" which basically means if you have 2 switches on, the switch #2 MUST BE ON.

So having said that, if we know switch 2 is ON, then our logic chain leads us to having switch 4 OFF -- so that is our answer!
