Sure! If only H is in group 2, the conditional diagram looks like this:

2: H
3: R I
4: Q
S is left and could be in either group 1 or group 4. (It can't be in group 2 since H is the only one in that group according to the condition and it can't be in group 3 because two is the max for each group.)
I has to be in group 3, so (A) is the correct answer.
