Passage as a whole IS

a. "present day crisis" is unsupported
b. hold
c. "problems inherent" is unsupported
d. hold
e. "a proposal" is unsupported

b. "abuse of existing laws" AND "likelihood of reform"

vs

d. "historical analysis" AND "problem requiring international attention"

So, I love "likelihood of reform" in B as that synchs with our authors MP at the end of the passage but can we really say there has been an abuse of current laws?

Similarly, we can argue the passage is a historical analysis but does it REQUIRE international attention . . . I'd say no.

The first of our two recent developments (lines 48-56) offers us a means of resolving the problem without international attention." Further, (line 63) this international attention "makes it more likely that…" but it doesn't say such attention is required.

I suppose given that I go with B.

Am I giving too much scrutiny to the word "required" in RC problems?

Could anyone explain why C is not an answer?
What could be a difference between political analysis and historical analysis?

The question which is the passage fundamentally more of--a political analysis or an historical analysis?

It can be a political analysis that touches on history, or a historical analysis that discusses politics. But what is it PRIMARILY?

This passage is a historical examination involving politics, but also it's not, as (C) states, about "the problems inherent in directing national attention to an international issue." The problem being discussed is regulating ocean resources, and international law is what's needed for it (line 43).

As for the others:

(A) "present-day crisis" is a bit extreme; also it is not a simple chronology of events.

(B) abuse of existing laws?

(E) is incorrect because there isn't a "proposal" here.
