As we do with all Orientation questions, you take each rule, one at a time, and check to see whether any answers violate that rule.
Rule 1: all five look good
Rule 2: this kills (D), since N was 1 and H was 4
Rule 3: this kills (C), since neither H nor R is in the same bucket with I.
Rule 4: this kills (B) and (E), since in (B) both N and H were higher than Q, and in (E) both H and I were higher than Q.
That leaves (A) as the correct answer.
