The conclusion would be that first "but/yet/however" pivot sentence after the author gets done introducing "some judges' thoughts".

Mandatory minimums are necessary
EVID:
History shows that when people are free to use judgment, they often act arbitrarily or irrationally (although believing themselves wise), and judges would do the same thing if we DIDN'T have mandatory minimums.
This question type isn't quite an ID the Conclusion question. When they use "main point" instead of main conclusion, the correct answer often includes a nod to the evidence (as E's reference to 'arbitrariness' does here).
