I got this question right, I just thought I'd write out why D is the correct answer for ya'll.

If you negate it >The area where the tools were found was a forest at the time the tools were in use< this would destroy the argument, as this would place the chimpanzees in the same area as the humans, thus they could've used the tools.

Good job on the negation test. When you negate answer choice D, this allows for the chimpanzees to be in the forest too with the humans. At that point, you can not validly state that those tools were used by humans.

We should also note that while this is a necessary assumption, it is definitely not sufficient. Even if we know that the chimpanzees were not in that location and humans were...we do not know if other animals could have been responsible.

Great work here! All true.

As for the wrong ACs:

(A) doesn't have to be true--if we negate this to say they carried their tools, the conclusion could still be true.

(B) We don't need all of East Africa to be savanna--just the area where the tools were found.

(C) also doesn't have to be true. We just need to know that the chimps weren't in the area where the tools were found, not that the humans never went into the chimp's forest habitat.

(E) is out of scope. We're concerned about the tools that WERE found.
