The first two rules create a biconditional relationship between J and L.
One of them must be on, while the other must be off, so that's a minimum of one person already.
Then, the fourth rule says that if any woman is on stage, G is also.
Since we just established that J or L will always be on stage (and they're both women), G will also always be on stage.
That's where we get our minimum of 2 people on stage.

To be extra cautious, we should check to see that a 2 person scenario is even possible.
