I spent a lot of time on this question even though it appears relatively easy. I didn't like A but ended up picking it by eliminating others.

Choice A asks "why do Kayapo use video technology to create legal records". The passage answers the question "why do kayapo use video technology in transactions with government" but not the question in choice-A.

The question of "why do kayapo use video technology in government transactions" is different than A. The passage only says that Kayapo use video in government transactions to create legally binding records. But it doesn't say why they use video in government transaction to create legally binding records.

Is the reason A is correct only because of the word "binding" in the passage?

Well your strategy on RC is correct. Use process of elimination. The right answer is the best one, not the perfect one, as is arguably the case here.

I would say the answer to (A) is "because it is binding," however. I think the passage does answer it.

Since the other questions straight up aren't answered, good job getting to (A) regardless!

I spent a lot of time on this one too. Do we have some better strategies to crack this type of questions?
I can hardly complete RC section every time...

I would say the implied response to this question is found in that the sentence starts with "primarily an oral society" so it is implied they can't write a legally binding record.

I eliminated A for the above poster's reasons as well. I now understand that the passage suggested that the answer to A is "to provide legally binding records in an oral society."

But, I selected D because of boilerplates which was mentioned after Ginsburg says "no Western object that has entered cultural circulation has been neutral." It wasn't explicitly stated as a 15th century technology, but because they were close, I thought that was an implication.

I guess it's a jump to say the boilerplate is a technology from the 15th century. :(

I think you're misunderstanding the usage of boilerplate there.
It IS an invention and a noun in some contexts, but people use "boilerplate" as an adjective (like it's being used here) to describe something as "predictable".

If there's a mass shooting, the boilerplate response from liberals is to agitate for gun control and the boilerplate response from conservatives is to talk about mental health.

I guess a boilerplate is kind of like a cookie cutter? So the expression probably derives from the idea of, "You certainly fit the mold / the boilerplate of a liberal."

If an economist were rolling her eyes at a tax cut for the rich, she might say
"It's little more than boilerplate Trickle Down Economics".

Hm, I've never heard of that expression before. I also think of Purdue's mascot, the Boilermaker, and the invention of the boiler. Either way, I totally see why that answer choice was wrong and why A was right :D

For questions like this (that basically ask which question it's possible to answer using information from the passage), it's helpful to analyze each answer by asking yourself "can I answer this based on what I remember from the passage?" There will usually be at least a couple that you can eliminate based on a clear no. Then go back to your notes and/or highlights from the passage to see if you can answer any of the remaining.
