Q4 - The region's water authority

I was confused with this question but why was answer choice B correct and not C?

I chose C because I thought it addressed another possibility about why the reservoir levels were the same height as ten years ago despite that the region's water authority restricted water use compared to back then when there wasn't any restrictions. Now that I'm thinking about it if people had outside water sources wouldn't the reservoir levels be at different levels?

Is B correct because if you had a larger population that was greater than the previous population ten years ago wouldn't they be using more water which wold make the water reservoir the same level as ten years ago?

The argument concludes that imposing restrictions now is premature. Why? Because 10 years ago the water level in the reservoirs reached similar levels during a drought and restrictions were proven not necessary.

Answer choice (B) undermines that argument by pointing out a difference between today and 10 years ago that would make it more likely to need water restrictions during today's drought.

Incorrect Answers
(A) strengthens the argument. This would help make the case that restrictions are premature.
(C) strengthens the argument. This would help make the case that restrictions are premature.
(D) strengthens the argument. This would help make the case that restrictions are premature.
(E) is out of scope. While the price of water is relevant, a comparison to other areas is not.
