I can see why that is correct, but I don't understand why (A) is incorrect. Don't Sam and Meli disagree about whether or not humans should step in? Meli's statement "we must do what we can to ensure the survival of the bighorn" definitely sounds like she supports human intervention, while Sam sounds like he wants to sit back and hope for the best...
