Q4 - A certain gene can be stimulated by chemicals in cigar

Can someone explain why (A) is correct? I got this question right, but misread the answer key and mistook (E) for the correct answer (as that is the answer to question 4 in the previous section). Needless to say I was completely confused, but constructed a whole explanation of why (E) is "correct," but alas it was all in vain. Yikes, please help!

A is correct because regardless of whether the gene is stimulated or not in smokers, the risk is the same for developing lung cancer. So on that basis we can conclude what A is saying. There must be some other factor that affects a smoker from developing lung cancer if there are cases where lung cancer can be developed without the gene being stimulated as the stimulus says.
