I was surprised to find myself struggling with this supposedly easy (according to Cambridge) Main Point question.

The stimulus gives us a lot of information but it is hard to discern exactly what the conclusion is. We can infer a main idea that the stimulus seems to be pointing to: that the federal government is not doing enough in terms of costs for nationwide soil conservation.

a. nope, this is not about corn
b. the main point is not about the topsoil
c. goes too far. We don't know that the states have no responsibility
d. tricky. The key thing that gives it away is the "equitable", meaning fair or unbiased. The issue is not that the federal government is being unfair with regards to which state gets what but rather that's not doing enough in general.
e. is better than D for sure. Tells us that the federal government should spend much more than it has. While this is correct, it feels like the kind of answer choice I would eliminate on another question because of how strong it is. And the stimulus as a whole seems to be more about how it's not doing enough, and not about how it should be doing more, if there is enough of a difference between the two.
