Can someone explain to me why the answer is D? It seems like lines 25-26 show that D is not something the author would agree with since they indicate that a "large influx of aid" is the problem.....

Any help?

He doesn't claim that the large influx of resources is the problem but rather how those resources are handled is what's at issue here. Lines 25 - 30 support the idea that mismanagement of aid is what causes these "secondary" disasters; it's not necessarily because there's too much aid - just the way it's managed needs to be improved.

Can someone do a breakdown for C vs. D? I originally chose D since lines 18-30 seem to emphasize the management of the aid rather than the amount of aid itself. On review, I changed my answer to C since lines 15-17 as well as lines 25-26 seem to indicate the amount of aid given does play a role in the problem. Does "source" as stated in D mean that one has to be more detrimental than the other? I didn't interpret it as saying that the amount and the management were mutually exclusive as being contributing factors to the problem of the aid.

As for choosing C, I thought lines 58-59 essentially meant they would be giving more aid by "providing" for the difficulties.

C isn't supported. He thinks an effective dialogue between donors and those of affected communities could increase support from donors under the suggested system, but it is never stated that the donors would provide more support if it was used more effectively than it is in the current system. As far as we know, donor-ship is not an issue under the traditional system.

Which brings us to D. There's kind of a paradox occurring under the traditional system because there's tons of help but the problem is it's coming all at once and this has created a chaotic situation with respect to the relief.
