So basically, the answer to this question is C because the author dedicated to talk about it in the 4th paragraph, whereas other ones were mentioned either briefly or a part of something insignificant to the passage?

Yeah, I thought this question was BS too. I agonized over it and picked A since it seemed to be talked about most in the passage, but I thought it was a crappy answer. I think C is even worse.

When an RC question asks you for what the author would most value, look for words that indicate a positive attitude on the part of the author. We get this in line 53 with the word "respect." Answer choice (C) is supported in lines 49-53 in general.

Incorrect Answers
(A) the author actually seems to suggest this is a negative characteristic of the muralist paintings in lines 21-24. Although the author uses the terms "populist" and "nationalist" and only links these works to the revolutionary government of Mexico.
(B) is mentioned as present in line 48, but not valued by the author.
(D) is not mentioned in the passage.
(E) is similar to answer choice (A), in that the author seems to suggest this is a negative characteristic of the muralist paintings in lines 21-24.

Here's my two cent.

(A) / (E) are basically the same. Line 21-14 basically says that reducing muralism to mere expression of populist and nationalist ideas is mistaken. So (A) and (E) can't be the answer we are looking for.
(B) is too narrow.
(D) is unsupported.
(C) is supported by line 48-55. "learned to think big" "desired bold effect of mural art" This sounds like compliment to me.
