(A), (B) (E) both shows "at some time" . I am confused about "at some time". Does it mean sometimes are, and sometimes aren't?

The seven appointments are numbered 1 to 7, from start to finish.

If Doug goes 5th, and Peter goes "some time before Doug",
then Peter goes 4th, 3rd, 2nd, or 1st.

If Doug goes 5th, and Peter goes "immediately before Doug",
then Peter goes 4th.
