conclusion: at least 1 disturbance is going to be prevented as a result of the man's action

You've got it right on both fronts. That's the underlying principle and your logic is valid.

One aspect of the issue is that the reverse of either a most or a some statement is a some statement.

For example: from "some dogs are rabid" we can infer that "some rabid animals are dogs" and from "most dogs are rabid" we can infer the same, "some rabid animals are dogs" (though it's tempting to incorrectly infer that "most rabid animals are dogs).
