The author is definitely a little down on Tollefson in this part of the passage. The author really likes how Tollefson criticized the education programs but wishes that he would have actually made some recommendations. For this reason (A) and (B) look pretty good to me right off the bat, though (A) seems a bit too strong"”(B) is better.
Going through the others:
(C) misses the point. It's not about pointing out irony. It's more than that. It's actually expressing a desire for Tollefson to have gone further. It isn't necessarily IRONIC that Tollefson mentioned the bureaucratic details but didn't make recommendations"”it just wasn't to the author's liking.
(D) isn't supported. This paragraph isn't about "real sources" or anything.
(E) is also unsupported. It's not about noting a parallel.
