I don't really know how to approach this question correctly. If I did this without the two created frames, it seems that FG can be together without violating any conditions:
FGVZ
but what's the problem with this scenario?

Check out the first rule-- G and V can't go together!
We could say FGYZ... but either I or V must be in the panel.
