I'm going to try to explain my thought process for the answer choices for this one. I originally picked C, but changed my answer to A because of the word 'convincingly' in C. The author criticizes Tollefson in the last sentence of the passage, and I thought this was incompatible with C. However, looking back, that doesn't rule out the fact that the author could still have found the rest of Tollefson's argument convincing. Everything else about C looks good, so it's the correct answer.
(A) I narrowed it down to C and this AC, but looking back, while the passage does say that Tollefson discussed economic and cultural factors, and that his study was different from other studies on the subject, the passage does not say that the focus on economic and cultural factors was the reason for the innovativeness of Tollefson's study. It's a common trick of the LSAT to combine two ideas mentioned in the passage in a wrong answer choice because it combines them in the wrong way.
(B) 'Positive effects'? I never see the author make this point in the passage, in fact, the author seems to agree with Tollefson on his critical opinions of the education programs for immigrants as indicated by the word 'ably' in line 48. The author just wishes Tollefson had given tangible proposals to improve the programs.
(C) The correct answer for reasons described above.
(D) Nowhere in the passage does it say that the education part of Tollefson's analysis is his most significant. To go back to the Manhattan RC book, this AC looks like a comparison trap. This AC compares one part of Tollefson's analysis to the rest of Tollefson's study and concludes that one part is most important. Additionally, this AC is too narrow to be the main point.
(E) Tollefson does draw a connection between the current practices toward Southeast Asian immigrants and the past practices toward European immigrants, but nowhere does it say that this attitude has gradually changed. In fact, the assimilationist ideology from back then is what Tollefson criticizes in the programs now. Also, this AC is only the focus of one short paragraph neither at the beginning nor the end of the passage. Therefore, this AC is too narrow to be the main point.
