"Until the 19th Century" means that at some point during the 19th Century the process changed from blowing molten glass into a globe and flattening it into something else. So yes, it means up to and including [at least some] of the 19th Century.
it's important to keep in mind the question on this one. The passage most helps to answer which one of the following? For us, that means the right answer doesn't have to be perfect. Answer choice (B) is answered quite well in the fourth paragraph.
Incorrect Answers
(A) is out of scope. The technique for blowing glass in medieval times was not mentioned in this passage.
(C) is out of scope. This passage doesn't discuss windows prior to medieval times.
(D) is unsupported. This mixes up a discussion in the third paragraph.
(E) is too strong. We know that there were impurities, but we do not know how they came to be.
