I also picked C. However, I am coming up with reasons why it is not necessary. Please correct me if I am wrong. Answer choice C states that "Knowledge of "d" fossils and the earliest bird fossils are complete. I think it is an assumption to equate knowledge with the fossil record. If you walk into a museum and see a skeleton of a T-rex you can most likely say that knowledge of t rex fossils is complete. As in we know everything about those fossils. So by saying we know everything about d-fossils could just be saying about their structure or characteristics. Additionally, paleontologists have made many assumptions about dinosaurs as a whole that we can accept as true, but we have by no means have a complete record of all of the fossils out there. That would be a daunting task.
