Correct = (A). We know that All parrots can learn to speak, therefore those sweet tempered parrots in Australia (BTW, not all Australian parrots are sweet tempered) must also also be capable of learning to speak.

(B) "Sweet tempered -> hand-fed" -- "tremendous affection for owner" is not equivalent to "sweet tempered in general"
(C) "sweetest-tempered" -- we know nothing about the sweetest tempered birds
