I'll go ahead and run through the eliminations for each of the incorrect answers.

(A) can be eliminated because a majority of those voting in the first annual review will never vote for Johnson.
(B) can be eliminated because at least one associate must be promoted to partner each annual review.
(C) can be eliminated as no assistant can be promoted to partner in one annual review.
(D) can be eliminated because at least one assistant must be promoted to associate each annual review.

And so process of elimination, we can select answer choice (E).
