Thanks for posting, sukim764. This is actually a passage we go over in our classes, although I don't usually teach this question.
There are two references to "welfare" in the first paragraph. The first one is in line 6 and it refers to using GNP as the indicator of the welfare of a country. But lines 7-18 make it clear what the author thinks the meaning of welfare truly is. That's where you get nutrition, life expectancy, employment opportunities, and government services. Basically, the warm and fuzzy stuff you see in (A).
How do you know which one the author thinks is the true meaning of "welfare?" Well by the time you finish the passage, it's pretty clear that the author is advocating for human indicators as a preferable indicator of the welfare of a nation.
