First, identify the paragraph where Ginsburg is mentioned. Turns out to be in paragraph 3. Then identify something Ginsburg addresses, that is addressed by Weiner. In lines 40-43 Ginsburg asserts that using video can strengthen native languages and culture. This assertion contradicts Weiner's claim made in the previous paragraph, that using video technology cost indigenous peoples the very cultural identity they seek to preserve. That sounds like a fundamental rejection to me--answer choice (A).
If it doesn't to you, consider the word selection. The word "mild" in (C) doesn't hold up when you compare lines 23-25 with lines 40-43. Also, even if you did focus on Ginsburg's concession in lines 31-37, you should notice that Weiner doesn't address this.
You could also compare "disapproval" with "rejection."
Definitions
