What is the process for a question like this one? How do we go about answering it as quickly as possible?

This is a tricky question. In general, it's helpful to skip trickier questions and come back with previous work, although that doesn't help much in this case.

First thing you always want to do is check for easy eliminations. We can eliminate (B) because it violates the third rule and (E) because it violates the fourth rule. Then test until you have an answer that works, since this is a could be question.

For (A):

__ Q S P T V __

Both R and W need to be in the last spot in order to follow the second and third rules, which won't work. Eliminate.

For (C):

__ V W P Q S __

Now T has to go in 1 and R has to go in 7, which works. Pick it and move on.
