with resolve the discrepancies it's really important that you address both parts of the stimulus. In this case drop in crime rate, and an increase in public anxiety towards crime.

A)Explains the crime decrease but if anything longer prison sentences would lower public anxiety about crime

B) The media is under reporting, this should cause anxiety to decrease which is not what we want.

C) still doesn't explain the discrepency

D) Wouldn't explain why the public in general has increased anxiety and we're told the crime rate went down. Where does this address that? it doesnt... throw it out

E) This tells us the proportion of violent crimes covered in the news media nearly doubled over the course of last year. This would explain an increase in anxiety in relation to a decrease in crime rate.

Make sense?

my prephase for this question initially was that oh maybe the anxiety increased and violent crime went down due to people being more aware and reporting to police. Or perhaps people now being more knowledgeable on it and more accurate when reporting to police.

Something like that. When i hit the answer choices I couldn't find anything like that so I was kinda stump initially. Was my prephase incorrect??

Yes, that's a good pre-phrase! But on explain a result questions your pre-phrase often won't match perfectly so do be open-minded in reviewing the answer choices.

As for the explanation of this problem above (from a while back), it looks good, too. The only thing I'd tweak is that (B) is actually wrong because it's about reporting ABOUT the anxiety which makes it especially off point.
