This is tricky. The lines you reference tell us that neutrinos are the most numerous kind of particle, but that doesn't mean there are more of them than non-neutrinos. We don't know that non-neutrinos are all of one kind.
For example, if I say that that the biggest class in the school is the fifth grade, does that mean there are more fifth graders than rest of the kids in the school? No, it just means there are more fifth graders than second graders, or third graders, and so on.
It's a subtle point. Hope that helps.
