Does that mean that whatever tasks need to be completed, need to be done in that order? If so then in Q19...the way I interpreted the question and the answer choices was see which member goes first and the list of tasks they are allowed to do. In this case I assumed whoever is to do framing would be first in the answer choices because in the stimulus above it says the "crew completes five tasks in this order"

Yup, they have to be done in that order - take a look at the diagram above, it's one way of representing that idea.

You've got the game correctly envisioned, but you're misinterpreting the answer choices. For #19, the names are listed in alphabetical order. The correct answer, (B), starts with George, who cannot frame (only I and K can frame).
