I just want to point out, and hopefully get some commentary on, something that I found interesting:

The word "government" doesn't appear in the passage even thought it's in the CR. ¶2 only tip toes around the idea of "government".

I clearly see how the test authors derive "government" out of ¶2, but I don't necessarily see how the test authors can support it with the text.

Hopefully that makes sense....

You're right that it's in paragraph 2: line 15: "otherwise...other countries could seek to reclaim" and in line 29: "Any country could enact a patrimony law..."

How can a country enact a law unless it's the government that does it? Governments act on behalf of countries.

But it's great you're looking for textual support, in general. Keep up the critical eye.
