can someone please explain questions #17.

Start with what you are given and follow the chain of logic as far as you can. Hopefully you have a diagram or have symbolized the constraints in some manner!

If G is in Inc., then we know U is in Finance (constraint 4)
If U is in Finance, we know L is in Inc. (constraint 2)

This is answer choice (B).
