There are two principles stated in the stimulus:

Violates a Rule + Rule Benefits Society --> Action is Wrong

Required by Rule + Rule Benefits Society --> Action is Right

Answer choice (E) conforms to the latter principle. Taking care of the elderly is required by a rule, the rule benefits society, so it follows that taking care of Edward's parents is the right thing for him to do.

Incorrect Answers
(A) arrives at a conclusion that cannot conform with either principle. Suggesting that an action was not wrong would at best involve negated logic of the first principle.
(B) relies on insufficient evidence. It should have offered that the rule benefits society before arriving at the conclusion that to disobey was wrong.
(C) negates the logic in the first principle.
(D) relies on insufficient evidence to apply the second principle. Since no rule requires her to have a cup of coffee before getting dressed, the second principle cannot be applied.
