The reason that (C) is incorrect is precisely the reason that (B) is correct.
Lines 21-24 say that when they were formed they were "originally philanthropic in function," but a year after they were formed, "by late 1792" these clubs "began to advocate for military participation."
So they were not founded for the purpose of advocating "for military participation for women," but rather as adjuncts to mens clubs and to be philanthropic.
