My question is with the stem. Are we finding an answer that has a similar definition to the phrase "forward looking?" I went with (B) "rational" because I was thinking "the legal system has to become rational."

Or do we need to find a similar argument structure in passage B that relates to what passage A is advocating: "a forward-looking system?" I thought (D) "rehabilitation" was used in the past legal systems. How would that be most closely related to a "forward-looking legal system?"

When a question asks about a specific word or phrase, it can help to read the lines surrounding it for context. Here "forward-looking" is used in the context of focusing on future behavior rather than culpability.

That's similar to how the author is using "rehabilitation" in Passage B: a focus on future behavior (the point of rehabilitation) instead of blame.
