The rules give us a chain that's super important:
Sc - RgSg - Tg - Tc

Because of that chain, the earliest Tg could be is in 93.
The latest it could be is 94.

So Q16 says that Tg and Rc are together, meaning we're looking at
Sc - RgSg - RcTg - Tc

Rc is a floater in this game and could go anywhere.

We could go to the answers with this super chain, or we could frame out the two possible places for Tg: 93 or 94.

Tg in 93:
.............................(......Tc.....)
Sc | RgSg | RcTg | ____ | ____

Tg in 94:
(.....Sc - RgSg .........)
____ | ____ | _____ | RcTg | Tc

Long term, it'd be better to practice judging the answers against the superchain, which is a faster method
Sc - RgSg - RcTg - Tc

(A) Sc can be 1st.
(B) Rg could be 2nd.
(C) Tg could be 3rd.
(D) Tc could be 4th.
(E) Rc cannot be in 5th, since Tc still needs to come after RcTg.
