I can't seem to figure out how this answer is determined. Can anyone assist?

Sure! The key to this question is keeping track of the exclusions (or antis).

If G is first, then we have the following:

1: G R (- P, - H, - S, - I) - No H/I cause G is the oil, no P per the second rule, no S per the third
2: I P (- G, - R, - H, - S) - No G/R cause of the first rule, no H per the fourth, no S per the third
3: __ __ (- I, - P) - No I/P cause of the first rule
4: __ __

That eliminates everything but (D), which is the answer.
