Hi! Can someone help with ruling out E and also explaining why A is the correct answer?

I didn't like A cuz the gist of A was to "fund a program for further monitoring and research". I thought in our passage, our author was just saying that "you can reduce fossil fuels and use solar, then when new knowledge comes out, you can justify more costly measures."

I thought E is a better match cuz 1) It's inconclusive whether the earthquake will strike us or not, 2) We still can take measures that make sense, such as inexpensive modification or current structure.

Will you please help make me see these differently? Thanks!
