Can someone explain why B is incorrect?

My understanding was that rule substitution questions like this one assume that only one of the rules is being substituted, so I'm not getting why B would need to ensure M is before L. Doesn't this choice ensure the same thing that E does?

Yes, you're right, and that's an unfortunate typo (especially since it's part of an image, so I don't think I can fix it).

It should say the same thing as (C) and (D). It would allow X or Y to come before Z.

Here's a scenario that would be legal, by (B)'s standards:
gold: X Y
rose: M Z L

However, it would not be legal in the "normal" game. It would break rule 2.

So (B), like (C) and (D), is too permissive. It allows us to do something we used to not be able to do.
