I don't understand why A is not right... the author suggested to try less expensive method, and A is saying the most effective measure is not necessarily the most costly... seems to me the author would approve there is a possibility that the most effective method is not the most costly one.

Unfortunately, I don't have a copy of that LSAT (our company doesn't as well, for some weird licensing reason).

I already kinda convinced myself that C(the correct answer choice) is a better one cuz it's more closely linked to the passage's main idea.

Answer A is actually unsupported because no one knows yet what methods are the most effective to reversing global warming. This answer is tempting because the last paragraph talks about trying less costly measures first, but there is an emphasis on "trying." They don't actually state that the less costly measure will be more effective once more knowledge is obtained.
