So I had narrowed it down to D and E. I had choose E bc i thought that according to the constraints it should be V - 1 group - F. Did I read it wrong ?

That is flipped. We are told F _ V.

For the rule to tell us that exactly one variable is behind F but ahead of V, means F _ V.

To be behind F in this game means you will go somewhere to the right of F. We know this due to the setup telling us that we are ordering them from 1-6, front to back.
