Why is B the correct answer, when the passage states, "large ocean areas remained free of controls or restrictions (lines 17-18)?"

That's exactly why answer choice (B) is the correct answer. Answer choice (B) says "FEW controls or restrictions applied to open areas."

The key sentence is, "And, since there were few standards of conduct that applied on the 'open seas,' there were few jurisdictional conflicts between nations."

So there were some jurisdictional conflicts, but not many.

Does that make sense?
