When doing this question, I was able to eliminate (A), (B), and (E).
I was stuck between (C), and (D) and I choose (D), but I am not sure how (C) was the correct answer.

For one of these Orientation questions (the first one in most games / they test our ability to apply the rules to a complete scenario), we just take one rule at a time and see which answer(s) breaks that rule.
Rule 1 breaks (E).
Rule 2 breaks (A).
Rule 3 breaks (D).
Rule 4 breaks (B).
So the remaining choice is (C).
