Why is A wrong? seemed like the article was pretty focused on why one method was better than another. Is it because the comparison of two ways of international aid delivery =/= "the most useful response"?

Note the tone differences between (A) and (D). (A) is extreme in a way the passage is not: MOST useful? While the passage uses phrases like "more effective," it is too extreme to say "most."

(D), however, is correct, and matches the tone of the passage as well as its content.

As for the other incorrect answer choices:

(B) is too narrow. It misses the point about better communicating to serve long-term needs.

So is (C), too narrow.

(E) isn't supported by the passage, which isn't about mediating extremes.
